There is no inquest that puts Howard in that gallery as a corpse. There is no doubt of the still as a recorded frame. There is no second palace required.

Competing explanations
A palace ghost caught on tape. This is the press. It has a still. It has no grave in the gallery.
A living person in dress, a glitch, a member of staff. The mundane door. Has to carry why security logged it as a problem.
Howard walking an anniversary. Weak against the Tower as the death ground.
Hybrid caution. A tape exists. A queen died elsewhere. Morning had no body in the gallery.

Finding
Hampton Court logged a fire-door CCTV still in 2003 of a figure closing doors, and the palace had already sold a grey lady in the gallery. Believe the tape as a tape. A palace does not invent a security frame for a later postcard.
What still will not resolve: a name on that figure both camps would sign, or a household letter that walks Howard through that door. Either one would pin the still. The proving object is still that person at the door, held as staff or as other by more than a press caption.
