Opening

The name Mockingbird sits on more than one paper. Project Mockingbird, in the CIA Family Jewels, was a 1963 wiretap on columnists Robert Allen and Paul Scott, 12 March to 15 June. The wider story is older. Frank Wisner at the Office of Policy Coordination, from 1948, built a network that placed material in foreign and, at times, domestic outlets. Cord Meyer is named in later books as a principal hand. Deborah Davis, in Katharine the Great, used the phrase Operation Mockingbird for that network. The Agency has not adopted her title as an official program name covering the whole press.

What is not fog is the Church Committee, 1975-76. Its final report said the CIA then maintained several hundred foreign individuals with access to newspapers, agencies and broadcasters, and about fifty American journalists or media employees as assets, fewer than half of them accredited. Carl Bernstein in Rolling Stone, 1977, put the American number higher than four hundred across years and named rooms at the Times, CBS and Time. Payments in the committee record ran to about a million dollars in the window they examined. Official narrative after Church was reform and a narrower rule on American newsrooms.

The spine of the file is a committee count and a 1963 tap. Mockingbird is paper about press. It is not a single named newsroom the Agency stamped as a program office.

Timeline

1948 onward. Wisner's OPC network. Placement, not always a captioned project the public can file under one word.

12 March to 15 June 1963. Family Jewels Project Mockingbird: a tap on Allen and Scott. That caption is narrow and real.

1975-76 Church. The count of foreign and American assets. Reform language after.

1977 Bernstein. A higher American number and named rooms. Davis's book title is later branding. Keep her title on the later shelf unless the Agency uses it for the whole net.

Wisner's OPC net is the older weather. Davis's title is a later name for that weather. The Jewels caption is narrower and dated: two columnists, twelve weeks in 1963. Do not let the brand eat the tap or the tap eat the brand.

Church's count is the page that survives an argument about titles. Several hundred foreign, about fifty American, fewer than half accredited, in the window they examined. Bernstein's higher American number is journalism that named rooms. It is not the committee table by itself.

Physical and documentary trail

On the paper, 1948-76 give you four hard objects and no single master list everyone accepts.

One: the Family Jewels Project Mockingbird tap, March-June 1963.

Two: Church Committee language on several hundred foreign individuals and about fifty American media employees.

Three: payment figures in the window Church examined.

Four: Bernstein 1977 and Davis's later title. Church Committee final report on CIA media assets, 1976, is the official tray.

There is no public roster of every name. There is no Agency stamp that Davis's title covers the whole press. There is no denial that Church's count existed.

A Senate count and a Family Jewels caption are the two objects that do not need a book title. A full roster would end the rest. Until then the file is a count plus a tap, not a switch on every newsroom.

The CIA currently maintains a network of several hundred foreign individuals around the world who provide intelligence for the CIA and at times attempt to influence opinion through the use of covert propaganda.

Competing explanations

A named press-control program covering American newsrooms. This is the popular reading. It has Davis's title. It has no Agency stamp for that whole title.

A real foreign-influence net plus a small American asset count plus one 1963 tap. This is Church plus Jewels. It is enough without the brand.

Exaggeration after Watergate. Weak against the committee page.

Hybrid caution. Church counted assets. The Jewels named a tap. The brand is larger than both.

Later life of the case

Internet lists that treat Mockingbird as one switch. I keep those on the later-life shelf. Church and the Jewels stay first.

Finding

The Church Committee wrote that the CIA kept hundreds of foreign press contacts and about fifty American media employees as assets, and the Family Jewels named a 1963 tap Project Mockingbird. Believe the committee page. A Senate report does not invent a count for a later book title.

What still will not resolve: a full public roster, or an Agency page that adopts Davis's title for the whole net. Either one would finish the brand argument. The proving object is still those names, listed, not guessed from a chapter heading.
