Opening
Phoenix was the American-South Vietnamese program against the Viet Cong infrastructure, running from the late 1960s under MACV-SOG weather and CIA liaison, with Provincial Reconnaissance Units in the provinces. Neutralize was the verb: capture, turn, or kill. Counts of neutralized persons were briefed as success. Critics later treated the counts as a body bag with a clipboard. Officials treated them as a census of a shadow government. Both sentences sat in later hearings.
This card is a named program and a count fight. It is not a how-to. Church and later Vietnam literature are the public tray.
The spine of the file is a verb and a number. Phoenix is infrastructure paper. It is not a rumour that no unit existed.

On the paper, 1967-72 give you four hard objects and no empty caption.
One: Phoenix as a named infrastructure program.
Two: neutralized counts in briefings.
Three: PRU and province structure.
Four: later hearing and memoir paper. Phoenix program briefings and later congressional record, are the public tray.
There is no page that makes the units a myth. There is no single number everyone accepts as the human total. There is no claim the verb was only paperwork.
A caption and province structure are the stay-behinds. Named lists would finish the human scale. Hearings already finished the verb as official language.
The target was the infrastructure, and the measure was neutralized.
Competing explanations
An assassination program with a census. This is the hard reading. It has a verb. It has counts.
A police program against a shadow government. The official door. Has to carry what neutralize meant in a province at night.
Inflated numbers. Also in the fight. Inflation does not erase the units.
Hybrid caution. A program was captioned. Counts went up. Hearings later argued what the counts were.

Finding
Phoenix ran against Viet Cong infrastructure with a verb that meant capture, turn or kill, and officials briefed neutralized counts as the measure. Believe the caption. A province shop does not invent a program name for a later essay.
What still will not resolve: a human total both camps would sign, or a page that makes the units only clerks. Either one would finish the count. The proving object is still those lists, named, not rounded in a hearing sentence.
