Opening
From 1967 into 1972 the United States ran a cloud-seeding operation over parts of the Ho Chi Minh Trail and Laos under names that included Popeye. The idea was mud. Make the wet season wetter, hold trucks in it, cut the flow south. WC-130 and F-4 aircraft seeded clouds. A 1971-72 Senate inquiry under Claiborne Pell and others dragged the weather work into daylight after reporters had already smelled it. The Pentagon's public line had been thin. The operational line was that precipitation could be increased over chosen parts of the trail.
How much mud actually stuck is the fight. Some after-action language claimed extra inches in seeded cells. Independent weather does what it does in monsoon country. No treaty then banned environmental modification as a weapon. The Environmental Modification Convention came later, in 1977, after this shop had already flown. Popeye is a flown program, not a think-piece.
The spine of the file is aircraft making weather on a trail. Popeye is seeded cloud. It is not a rumour that no sortie happened.

Monsoon country already rains. Popeye's claim was extra rain in chosen boxes over a logistics web, not a new climate. That is a smaller boast and a harder proof. Senate daylight is why we can say the aircraft flew without waiting for a memoir.

On the paper, 1967-72 give you four hard objects and no magic monsoon.
One: operational orders and sortie records for seeding over the trail region.
Two: the stated aim of increasing rain to hold traffic.
Three: 1971-72 public and Senate airing.
Four: later ENMOD as the legal aftertaste. U.S. weather-modification operations over Indochina, 1967-1972, as aired in Senate inquiry, are the originating public tray.
There is no gauge network everyone accepts as proving extra inches on every seeded day. There is no claim the trail closed for good. There is no claim the aircraft did not fly.
Sortie records are the stay-behind. Gauges would finish the mud. The later treaty is weather law written after the shop, not a verdict on each seeded cell.
The objective was to increase rainfall sufficient to soften road surfaces and cause landslides.
Competing explanations
A successful weather weapon. This is some after-action talk. It has sorties. It has disputed inches.
A flown program with modest weather and a large political stain. Fits monsoon country and the later treaty.
A paper operation that barely seeded. Weak against aircraft and inquiry.
Hybrid caution. Planes seeded clouds to make mud. How much mud moved the war is another sentence.
Later life of the case

Finding
American aircraft seeded clouds over the trail from 1967 to make mud, and a Senate inquiry in the early 1970s put that aim on the record. Believe the sorties. A weather shop does not invent WC-130 hours for a later treaty.
What still will not resolve: a gauge set that proves the extra inches, or a page that shows the trail closed because of them. Either one would pin the mud. The proving object is still those inches on the road, held by a measurement, not by a briefing slide.
