Opening
In November 1975 intelligence chiefs from Chile, Argentina, Uruguay, Paraguay and Bolivia met in Santiago under Manuel Contreras of DINA and put a name on work they were already doing: Condor. The pact was cross-border. Exiles who had left one country would not be safe in another. The United States had visibility. A 1976 cable from the State Department and later CIA summaries sit in the declassified pile. Orlando Letelier was killed in Washington that September. Other names died in Buenos Aires, in Paris, on a street that was supposed to be exile.
Archives in Asuncion, the Archives of Terror, later gave the pact paper a warehouse. Argentine and Chilean courts have treated Condor as a coordination, not as a rumour. How far Washington went from watching to helping is the fight that will not close in one cable. The pact itself is not the fight.
The spine of the file is a 1975 meeting and a warehouse of paper. Condor is a Southern Cone system. It is not a single murder dressed as a program.

Condor did not invent cross-border work. It named it and made exile a thinner shelter. Letelier in Washington is why American paper cannot treat the pact as only a Santiago rumour. Asuncion is why the warehouse is not a memoir.

Physical and documentary trail
On the paper, 1975-76 give you four hard objects and no metaphor.
One: the November 1975 Santiago meeting.
Two: declassified American cables on the coordination.
Three: the Asuncion archive.
Four: later court findings that the pact existed. Declassified U.S. cables on Operation Condor, 1976, and the Archives of Terror, are the originating public trays.
There is no page that makes Condor only a conference title. There is no single American order this card will treat as a master switch. There is no empty warehouse.
Cables and the archive are the stay-behinds. An order-cable would finish Washington's chair. Courts already finished the existence of the pact.
The operation is intended to exchange information and to act against subversives in the member countries.
Competing explanations
A murder pact with Washington's hand on the switch. This is the hardest reading. It has Letelier. It has cables that see more than they stop.
A regional pact the U.S. watched and did not invent. Fits much of the paper. Watching is not nothing.
Separate national crimes later given one name. Weak against Santiago and Asuncion.
Hybrid caution. Services met. Exiles died across borders. Cables noticed. Courts later named the system.

Finding
Southern Cone services met in Santiago in November 1975 to coordinate against exiles, American cables named the system, and a warehouse in Asuncion later held the paper. Believe the pact. A meeting that then shows up in an archive does not invent itself for a later film.
What still will not resolve: a cable that is an order rather than a watch, or a complete list of every cross-border job. Either one would finish Washington's chair. The proving object is still that order, if it exists, held in a file that has not come out whole.
